I think Japanese skincare lines can only make sensitive skins more sensitive, a friend of mine uses then quits them. |

And why is that? Could you elaborate a bit more? |

There is a japanese brand called Acseine which is really good. I highly recommend their AD lotion. It is a toner which saves my skin. It made my skin stable. But I don't know if you can buy it online |
I used Acseine before, it is very good for sensitive skin. The AD Line product is without Paraben and fragrance. |

Fancl hands down. The products have no preservatives, no added perfumes, hypoallergenic and non comedogenic. I loved the washing powder and the milk lotion. Very light but moisturising. Containers are small (about 30ml sizes and sealed) since they don't use preservatives they sell in small sizes. And I didn't think it was expensive.
I also recommend Pola Vitax range. No fragrance and non comedogenic. The line uses vitamins in a nanosphere delivery- don't know if it truly works but I always found that it agreed with my skin. |

Fancl's moisturisers and toners are not bad. They are made for sensitive skin with no preservatives. They are generous with samples so those with sensitive skin may like to try e samples first. |

Everything I've tried from Koh Gen Do in their skin care line which was every single product because I asked them to send me samples back when they used to send samples, I think they charge for it now and they sent me an awesome package.
I had the worst sensitive skin at the time and a serious problem, so I can guarantee my skin was more sensitive than your mom's and Koh Gen Do is the only skin care line I was able to use fully with no issues. I still use a lot of their products. |
