Formulators use silicones in mineral foundations for several reasons. The minerals are very finely ground particles. Dry, they do not "spread" very well over the skin. But, silicones are great "pigment wetting agents". The liquid moves freely among the tiny particles and makes them slip and glide very easily. Then the liquid minerals can be applied to the skin in a smooth gliding motion so that application is much improved. The silicones that are used are also probably the "volatile" type like cyclopentasiloxane. Once applied and out in the air, the silicone evaporates off leaving only the dry mineral on the skin, and also it cannot clog pores that way because it evaporates away.
Long lasting foundations use heavier silicones that are not volatile. These not only help the particles spread easier, but also form a protective barrier to keep the colored particles in place for a long time. However, these types of silicones have a potential for clogging pores.
