I'm not certain it's 100% vegan, but the Roux Lash & Brow Tint kit that you can find at Sallys Beauty supply stores for about $30USD contain a veggie dye...unfortunately, it's difficult to use and the results don't last very long and it's only available in two shades (brown and black). I have used this product in the past, but I can't honestly say it's something I would recommend...particularly if you're a DIY lash-tinting virgin. 
The other choice might be to try an actual HAIR dye that is vegetable-based (perhaps Aveda?), but use a 3% color developer like that found in the 1000 Hours Lash Tint to ensure that it's (more) safe to use around the eyes, but I think that would be kinda risky and it's probably not something I would recommend either....
