Wherever you purchased the zinc oxide from should be able to tell you if it's an oil soluble or water soluble powder. If it's water soluble, you'll be able to mix mix mix and have it.

The mix time will probably depend on temperature and what was used to thicken the aloe gel. Unless you were talking about using straight aloe juice, in which case the zinc oxide might not stay distributed evenly no matter much you mixed.
