Hi! My current routine is to use Vit C AM with retinol/hyaluronic acid, plus physical sunscreen.

PM: Retinoids + Matrixyl + ceramide cream.

I am noticing wrinkles/fine lines underneath my eyes and would love some suggestions to reverse or halt them.

For eye wrinkles do any of these things help you:
Red LED
Copper peptides
Other peptides

Even when I put on thick moisture and Vitamin E oil on the eye area in the morning I am dry by afternoon. Any recs for deep lasting moisturizers?

Your routine looks pretty sound to me.
But as far as the under-eye area; different things seem to work for different people. You just have to experiment and see what works for you..
Red LED lights are good for fine lines but I think it's smart to be careful with lights around your eyes. Maybe others can assure you of its safety.. but I can't.

Copper peptides is another thing that you should be careful with, especially around the eye area. It's a definite go slow and cautiously kind of product because it has its effect.
The best thing to do would be to go to the Skin Biology website (reverseskinaging.com) and see what milder products they suggest to start out gradually. They have quite a bit of info there to guide you through the process and it's worth educating yourself about. It's pretty powerful stuff and it's important to know what you're doing.

I use retin-A under the eyes but that's also something that should be approached gradually and that everyone cannot tolerate.

Another thing to try for the under eye area might be infadolan that is sold on the owndoc.com
website. It's essentially a A%D ointment but it's suppose to be medical grade and is used for skin regeneration with 1st degree burns. Sarah Vaughter (owndoc.com) sells it alongside her dermarollers and the Derminator and advocates its use after a roll or a peel.
And if you check the website and forum you'll find a lot of people singing its praises for the under-eye area and the hands as well..
