Hi Paige
There are some topical treatments which seem to work. Most would recommend Vit C serum for evening out your skin generally and I'm using a combination of chemical exfoliation (mine's glycolic acid based) and strong Copper Peptides. But I have to say it will take months to see any iimprovement this way and it could reappear if you don't use sunblock every day rain or shine.
A good interim measure if you're so unhappy would be to look into mineral makeup. I've never liked wearing make-up but this, if you get the right colour, looks unbelievably natural and it covers up my marks and sticks all day.
Hydroquinine is in a lot of over the counter hyperpigmentation treatments. I'd be wary of it. Some reports here say it actually made the problem come back worse and I know it's not recommended for asian skin. I think because it switches off your melanin production and sometimes for good giving your skin white patches.
Laser, I know nothing about.

I have the same issue with my upper lip. I have very fair skin and it looked like I was growing a thin brown moustache.
It has taken me about a year but with a combination of the strongest vitamin A (retinol) cream you can find, gylcolic acid and a micordermabasion scrub 2 to 3 times a week, I only have one small spot left to go which looks more like a freckle than a brown upper lip!
I also found a microdermabrasion cloth which works very well. (So well in fact that the first time I used it I rubbed my face red and raw.) So I've also used that to scrub at the remaining spot once a week or so as well.
