Try putting plain 30 or 40 volume peroxide on for 10 minutes to those areas before coloring to help open the cuticle first, then just color as usual! The hair there can be resistant, this helps your color take much better! You can buy the higher volume peroxide at any beauty supply store, including Sally's if you have one nearby.
