| Can a person with fair skin and freckles get a tan? If so any methods you would recommend? |

It is possible for fair-skinned people to get a tan, but it depends on the individual. Some people do not produce enough melanin to acquire a tan, ever. They only burn, and when the redness fades, the skin returns to white.
Then there are other fair-skinned people who burn easily, but if they expose themselves to sun gradually, a little more each day, they eventually get tan.
If you're capable of getting a suntan, and want to acquire it without burning, use a variety of SPF's. For example, if you're going on vacation to a tropical place and you burn easily, use SPF 30 the first two days. Then use SPF 20 for the next two days. Then SPF 10, then SPF 8, etc. The trick here is to not let yourself burn at any time. If you do, you'll have to stay out of the sun for a few days until you heal, and you'll have to start over.
The thing that concerns me is that you mentioned freckles. Tans fade away, but freckles are forever. Sun exposure causes freckling in people who are genetically predisposed to it. Is a temporary tan worth all the extra freckles you'll have to live with the rest of your life?
Now, I'm not suggesting freckles are undesireable or unattractive. I know two women, mother and daughter, who are almost completely covered in them. Both women are very beautiful, and acquired their spots through years of surfing and enjoying an outdoor lifestyle in Hawaii. (And to answer your question, the pale skin between their freckles does get slightly tan, but mostly it just produces more freckles.)
Another thing to consider is the danger of skin cancer and premature aging. There's no such thing as a "healthy" tan. I don't know how old you are but believe me, what seemed like a good idea at age 25, was a huge regret at age 35!
