Can I mix the two (knowing that the extract is diluted)?
For use on hair and skin.

Do you mean herbal extracts as in tinctures, or the aqueous extracts for cosmetic use?
For hair I think higher concentrations wouldn't be a problem, since it is difficult to penetrate the scalp, just watch out for run-off onto your face.
For the skin you have to be careful, when you use many different EOs the % can increase dramatically, just always remember to dilute the total EO volume to less than 2-3% with the carrier.
I'm bad at maths so I've always made face oils with too many EOs and they burn my skin |

It's an herbal extract (mixed with alcohol) and directions are a few drops to make tea.
I wanted Fennel eo but found Fennal herbal extract (oral) |

I thought fennel EO was a very common EO, should be available from a few different sites?
There is a place called Greenbushherbs that sells pure herbal extracts, no alcohol or glycerine fillers, not sure if it will be better cosmetically. |

I don't see a problem, but if you experience any irritation from the alcohol then you should use an EO. I am not sure if the theraputic qualities of an EO and tincture are quite the same. |

Hi Rjez, as a professional aromatherapist I thought you might appreciate my opinion as well. Oral herbal tinctures are very different from essential oils and herbal extracts infused in base oils. I would suggest trying to find the EOs that you like best and add those to a carrier oil best suited for your hair and skin. The alcohol content in an oral tincture is quite high and not recommended for skin care. You can check out this link to find a base oil best suited for your skin type to blend with the fennel oil, and like Miranets suggested, stick to a 2-3% dilution ratio.

I thought that EOs and tinctures would have different theraputic qualities, otherwise they would have the same use.. |

I do use extra virgin, cold-pressed coconut oil and jojoba oil so at least I have the carriers.
BTW - I semi-understand the purpose of a carrier oil - but does that mean that if I don't use a carrier oil - the EO doesn't absorb? |

The point of using a carrier oil with an EOs is to dilute the EOs as they are highly concentrated substances and can cause irritation and sensitization if applied directly to skin. EOs can definitely be absorbed without the use of a carrier oil, hence the possibility of contraindications. I usually use EOs undiluted if I am spot treating (do this rearely though as it will cause sensitization and/or irritation with time) or putting a few drops in the bath or a homemade mask, etc. Carrier oils (AKA Base Oils) are much gentler and not as concentrated so they can be applied directly to the skin and have their own therapeutic value as well. |
