are those scars on upper legs or knee down
the skin is different in different parts of the body?

Just a thought, but instead of bleaching creams (I'm not a big fan of any skincare that has the word "bleach" in it....) have you tried a body wash with a high concentration of Glycolic Acid in it and following that up with a body lotion with same?
