Bioderma make good products for sensitive skins - in fact their products have quite a cult following in Europe, the product you see there is a micelle cleanser which is like a type of "oil" cleanser, meaning it emulsifies both oil and water but it is gentler and can be tissued off.
I actually ordered a 500ml of a similar Bioderma micelle cleanser, I'm looking forward to trying it.
And as for the answer to "is it safe" - you will find quite a few encouraging reviews on Makeupalley for many Bioderma micelle cleanesrs  |

| This sounds like a great oil cleanser for sensitive + clog prone skin. I've been wanting to try an oil type cleanser to ensure I'm removing all my sunscreen. Does anyone know the best place to order - I'm in the U.S. Thanks! |
