I have a recommendation for an extremely hydrating eye cream that might be better used as a treatment rather than under eye makeup because it has 50% emu oil in it. My eyes just suck it up though and love it

Laid in Montana Nourishing Eye Cream (50% Emu Oil)
1/2oz. - $14.95; 4oz. - $89.95 (a little goes a long way!)
http://cart.laidinmt.com/catalog/LM-Nourishing-Eye-Cream-1-2--4-Oz-orderby0-p-1-c-31.html
Quote:
- Enhanced with 100% Pure Montana Emu Oil, a tiny dab will promote new, healthy tissue, soften lines and reduce puffiness.
- Use this nourishing moisturizer around eyes, mouth, neck and where lines and stretching skin appear.
- Reduces puffiness and soothes area around eyes.
- Excellent for sensitive skin.
- Complimentary to Rejuvenation (ANAA) for nighttime use.

All Natural Ingredients: Emu and Sweet Almond Oils, Purified Water, Avocado Oil, Beeswax, Tocopherol (Vitamin E), Jojoba Oil, Cocoa Butter; Extracts of Aloe Vera, Benzoin Gum, Comfrey Root, Chamomile and Grapefruit Seed; Essential Oils of Peru Balsam, Lavender and Lemon

If 50% emu oil is too rich for your eye area, try the Laid in Montana Sensitive Skin Cream (19% emu oil):

I have both this and the Rejuvenation Cream (40% emu oil) and have used both in the eye area with positive results when I didn't have the Nourishing Eye Cream with me.

I love many of Laid in Montana'swww.laidinmt.com other products as well so do check the whole product list out!
- the Workers Cream for Hands & Feet for instance is "da bomb"!!! Very Happy

It claims too but I can't tell you from personal experience as puffiness is not a real issue for me.

You could look up the properties of the ingredients - I'm sure that some of them are included to help with puffiness.

From my own experience, a rich, nourishing cream with sweet almond oil, emu oil and avocado oil would be guaranteed to cause puffiness under my eyes. My assumption is that eye creams that are rich in oils are best suited for those with very dry skin who are not prone to puffy eyes.
