Can anyone recommend a fairly inexpensive foundation with natural ingredients, nice texture and without SPF? |

Not sure what you consider "natural" ingredients, but this is without spf - Bourjois Healthy Mix Foundation. |

RussianSunshine mineral-based foundation uses zinc oxide and/or titanium dioxide, and both are UV filters even though they might not be labelled with "SPF".
Hmm... it's actually quite difficult to find a foundation without spf. The Bourjois is as close as possible to natural, it is also drugstore (inexpensive). But it is not exactly sweat resistant nor long lasting.
FACE Atelier's ultra foundation also is non spf. This one is really sweat/budge proof. It is silicone based, uses cyclomethicone instead of cyclopentasiloxane which many acne-prone people have problems with. It's a Canandian brand. Not cheap but they do sell samples for trialing. No shade match for PPP. I am NC15 and have to mix zero minus with ivory.
FACE Atelier ultra foundation ingredients -

I can't think of a liquid foundation that's pretty much chemical free...but FACE is beautiful and the coverage is natural so you won't get those "lovely" sweat lines if your sweat drips down your face.
Maybe you could mix some Rejuva Minerals with your daytime moisturizer to make a liquid foundation or tinted moisturizer. It takes a little playing around to find the right ratio, but it's simple to mix products in your hand each morning. Rejuva costs $10USD for 5gm "sample" (which is plenty) and has the least offensive profile I've found so far:
INGREDIENTS:
Boron Nitride (synthesized natural mineral)
Kaolinite (Clay)
Ecocert Organic Oryza Sativa (Rice) Powder
Iron Oxides (pigment)
Certified Organic Punica Granatum (Pomegranate)
Certified Organic Vitis Vinifera (Grape)
Certified Organic Rosmarinus Officinalis (Rosemary)
I'm a fitness instructor, so I know what it's like to want sweat-proof makeup. I would stay away from anything full-coverage. My favorite solution is to use a self tanner at bedtime (I really like Never Over the Hill Moisturizing Self Tanning Spray), then a tinted moisturizer in the day. Only problem with that is finding a "natural" self tanner is probably harder than finding a natural foundation.

circus, thanks for you recommendation! When I said by "sweat safely" I meant without fearing that the foundation will clog my pores or any chemical junk will get deep into my skin. Sorry, I wasn't very clear on that.
I know that Raesinimages make natural make up but their liquid foundation is very dry.

I see that you're fair-skinned. Will you be buying whatever product you settle on online? I'm fair too and from reading reviews of various natural foundations, a lot of them don't have a big colour range, and the lightest one is still too dark for fair skin.

But again, JB only has 3 colours, and 100% Pure 5 or 6. Plus Murale doesn't carry Juice Beauty makeup (at least in Montreal) and they definitely don't carry 100% Pure.
You may want to try RMS Beauty Concealer. I know some people wear it as foundation and say it looks good.

Granted, it's pretty expensive to use it as foundation as a little jar is $36. On the plus side, you can try it out at Pretty Beauty & Books located at 587 Markham St.
