I noticed that almost all of the vitamin C DIY recipes doesn't mention anything about preservatives.

Is it safe to make e.g. a CEF serum without using preservatives and for how long time will it stay safe from a bacterial standpoint?

If you keep it in the fridge for only a few days, it should be okay. Nonetheless, I wouldn't use any kind of water-based product that didn't have preservative. I'd rather have the minuscule amount of preservative than the bacteria and fungus that can and do grow in unpreserved product.

But making a fresh batch of CEF serum weekly is not an option in a busy schedule.

When reading the safety sheet on my preservative (phenoxyethanol) it says it is a skin irritant and if the skin is exposed to phenoxyethanol, it should be washed off immediately with soap and plenty of water. It is a bit scary to think that we apply this to our skin everyday.

If you put it directly on your skin, I would think that it would burn! In a very small percentage, there is a very low risk, if any.

I would always use a preservative in a product unless I make it every 3 days! You arent limited to phenoxyethanol since there are tons of newer "natural" preservs out there. 5% absolute EtOH + honeysuckle extract (the powder) is effective.

When I make lotion, I use Germail Plus. I've never had any irritation and the lotion stays nice until the bottom of the bottle.

I haven't made a bloody thing without preservatives in almost 3 years. What's more, I heat & hold my water/oil phases (140F X 20min) for every product I make, and I'm anal compulsive with sterility of all equipment.

Lovin' the DIY bug, but not the creepy, crawly, moldy bugs...
