Of the two moisturizers below, which seems like a better product? And why?

Seems like the active ingredients in the first are the arbutin like derivatives in the bilberry extract, whilst in the second its the MAP.
Not sure but it would seem that the first has more slip agents and actives.
Will be watching this thread to see what the responses are. A similar product is the one below but it has parabens which I am guessing you are trying to avoid:

I'd pick the "Emergin C" as the best of those two choices.
It has a lovely assortment of skin loving ingredients that include; humectants, antioxidants, botanicals + a few goodies to protect the skin barrier.
The other option (June Jacobs Brightening Moisturizer) is chock full of synthetic polymers, leaving little room for the laundry list of ingredients, which are in the product as a dusting at best.
