Are you sure they aren't just freckles? Also I think most people have lines on their necks (unless they have had their face lifted so many times there is no spare skin ).
If you think it is something serious, then get checked out at the Drs, otherwise if it is cosmetic, then use sunscreen.
I think it is worth pointing out that we all have flaws as we are natural living beings. It is our imperfections that make us human and attractive in many ways, so don't get too hung up about it |

Very well said indeed. I wish my plastic surgeon thought the same |

Several years ago I had MANY brown skin tags on my neck. My derm zapped them all off. They were nothing serious but just drove me nuts. Your best bet is to have your doctor look at them to be sure.

It was not painful at all. As I can remember they took a needle that was very hot and touched each skin tag. After a few day they turned black, dried up and fell off. All I could feel is heat but it did not burn me. I am so happy I had them removed.
The only way to describe skin tags are they are raised very soft, tiny, dark brown pieces of skin that kind of move around when you touch them. Yuk |

I made mine disappear using a Retin-A cream, like Retisol. They do come back, but weaker. |
