Well in my experience, they don't just discontinue anything without a good and valid reason, and so maybe its worthwhile asking why its no longer available? Is there a newer product that is better for example? Was it because of the irritation or side effects people got etc?

It sounds very very odd, and I’m wondering if you asked more than one person – because there is bound to be a very valid reason why that has been removed from those countries. Stieva A and Retacnyl though are capable of producing results if you use them as per the directions, they just need longer. Bit like retinol, which I bet you can probably find easily if you tried.

Wait a second, if its govt based then may be is available privately instead from derms etc? So maybe its available there but you need to go to a “private” doctor or derm to get a prescription and obtain it.
Stieva and retacnyl are Retin just a brand name, but they are usually much lower strengths so like 0.025 or 0.05 and so they just need longer to work and deliver the results compared to 0.1%. Think you need to research your questions more as the answers are readily available on the net.
